A law, is a law. You tried unsuccessfully to imply a mandate was somehow less than enforceable and were wrong.

A law is a law passed by a legislature, yes. A mandate is an more narrow order passed by the executive branch within scope of a previously passed law created by the legislature. You were falsely claiming speeding limits, insurance requirements, licensing requirements, andd etc were mandates. They are not. They are laws and statutes passed by various legislatures.

I never said it was less enforceable. I said they are different. You are creating arguments that were never made. Making up imaginary statements by other people is your forte though.
