Problem is that reactionary solutions like voluntary treatment and transitional housing don't have the teeth of mandating 100% sobriety except for rare instances. Like it or not, our carebear society has this notion that the best of us and the worst of us deserve equal treatment. So your doctors curing terminal illness have the same rights as your average junky who is willfully killing himself and stealing from others to enable it.

Unless you can reverse that, go back to letting those who won't help themselves go completely, then you have to put in incentives to being in control.

I'm on the side of those who are "willfully killing himself and stealing from others to enable it", to just let them die or perish. I don't think that "the best of us" and "the worst of us" deserve equal treatment at all. Not if "the worst of us" are doing it "willfully".
