Im not sure this is the own you want it to be. National Guard was not summoned as it was not deemed an emergency ahead of time, rather an event that would fall under the purview of capital police. If trump had called in the NG then the immediate optics would have been that he was trying to use the military to keep control.

The DC National Guard is the only NG unit that the president presides over, I wont argue you there.

You're choosing believe that the Capital Police are at fault for not properly divining that the sitting President would attempt a coup on January 6th, that's a logical fallacy. Transcripts released with the January 6th Committee report highlighted Capital Police made sure NG would be available in the event of emergency, however General Miller counteracted their effectiveness by reducing their readiness. On the day of, Trump will ignored calls to order the DoD to activate troops to protect the Capital. Troops were not mobilized until Pence ordered Milley to protect the Capital.

The 'optics' are that Trump staged a coup and failed to uphold his constitutional oath to protect the Republic to counteract the armed insurrection he instigated.
