A law is a law passed by a legislature, yes. A mandate is an more narrow order passed by the executive branch within scope of a previously passed law created by the legislature. I didn't try to "split hairs". A mandate derives it's authority from an already passed statute or law. All those things you listed are laws and statutes, not mandates.
