While I get the point of insider trading being illegal, if someone gets insider info anyway, what are they expected to do? Just sit there and take a huge loss that they know is coming?

Didn't Congress somewhat recently (under Obama I think) pass some law that made insider trading illegal for members of Congress, as it apparently wasn't illegal before then or something?
