Because a legislature, populated by elected members, is debating it. Arizona and Texas are also considering laws. It is much more a political issue than an ethical issue.

I'm amazed that a post about pending legislation would be questioned on whether it was political or not. That's like asking someone why they thought clouds had anything to do with the weather.
