I'm not following the rest of this, but New Orleans definitely isn't responsible for the vast majority of murders in Louisiana.

Louisiana is the murder capital of the US (and has been for like 30 years) Even if you took New Orleans out of the equation, it would still have had the nation's highest murder rate almost every year in the last 15.

Southern states have historically had some of the highest murder rates in the country, by the way.
