Yeah but I don't think anyone has had any real reason to challenge it before. I think this law was created for one very specific scenario at the time and hasn't been used since, much less used to aid in a political attack.
Democrats will probably back off before it gets that far because they realize they will probably lose some of their powers if they push this too far.
It was created because two people were feuding over tax returns and one of them was the Secretary of the Treasury who had the power to look all up in them tax returns, but the other guy couldn't see his. So Congress put an end to that right quick.
The creation of the law was for just as petty reasons as there are right now.
