He's been talking about artificially supporting coal country since he got into the election. 30% of all electricity comes from coal. Probably a good reason. I don't believe it should be artificially supported though. If there is a cheaper method, then that should be used.
He doesn't love tariffs.. he simply wants fair trade with other countries. Why should the US add only 2.5% on autos imported from places like Canada while Canada adds 10%? Interfering in free markets doesn't make you a socialist and protectionism isn't inherently capitalist. Most/all major world economies are a varying mix of free markets and command. Even Venezuela has something like >70% of its economy in the private sector.
Trump could also just be a monkey* pressing buttons.

Socialism just means the government owns some or all of the means of production. So when the State owns the oil companies, the textile mills, the mines, etc. (Note: Pure Socialism is as unheard of as pure capitalism- Bolsheviks nonwithstanding)
Capitalism is an economic system where people own the product of someone else's work.
Markets exist in both systems, and they can be heavily regulated (or not) in both systems.
