It would not have been illegal to use campaign funds, so long as it was disclosed. Disclosing it was the issue. It would be illegal to do it off the books with personal funds if it was for campaign purposes.

That seems to be what Trump was thinking when he tweeted that Cohen pleaded guilty to something that wasn't a crime. Is Cohen so dumb that it never occurred to him and his legal team to use possibility #3 as a defense? Or was there a smoking gun?
