Clearly all of that shit is just part of what I am referring to (there is a lot more litigation they must go through that the link doesn't mention). So that shit comes AFTER the permit they have already received.

Literally in your link: The BLM’s approval of an APD does not relieve the operator from obtaining any other authorizations or approvals required for conducting drilling or related subsequent operations. This includes requirements of other Federal, Tribal, State, or local authorities.
In layman's terms, just because they have approval to drill from BLM, doesn't mean they are immediately free to begin drilling.
