The key is that "Hispanics" isn't a voting bloc, and Presidential elections aren't based on the popular vote. Some Hispanics are more liberal, some are more conservative. President Bush received the majority of the Hispanic vote in 2000 Florida, because those Hispanics happen to be mostly Cubans who are more conservative, and he therefore won the election. The last two Presidential elections were annihilations so Florida wouldn't have mattered anyway, but we're still talking about 29 electoral votes that the Republicans are needlessly sacrificing.
