Everyone always thinks so, but it's not the clit itself, just the hood, which is also a lot thinner than other places you could get pierced.
I've said it before and I'll say it again, my ears are to date my most painful piercings.. they were done with a piercing gun which is like sheer blunt force to create the piercing, rather than with a sharp needle like other piercings. Obviously I can't speak for anyone else but even my nipple piercings weren't as bad as essentially having my ear hole-punched.

I have a friend who was up on SG for awhile, and she said that her VHC wasn't that painful, but nothing topped her surface piercings for her corset. She said that was more painful than anything. And I believe you've said it before on these forums that you have had corset piercings. I'm not sure how ears trumps that.
Edit: Also, isn't the gun what like, Claire's and other random places in a mall use?
My ears still trump the surface work for the corset piercing. Again-- it's not necessarily just placement but the implement used. Ear piercing guns are using sheer force to drive a relatively blunt earring through thick flesh. All of my other piercings were done via a professional piercer with a proper needle. And yeah, the gun is like from a mall place. I got my ears done at a Claire's in fact :/
I'd say the piercings for the corset was the second most painful, but yes, ears do trump them.
That's weird, cause at Claire's or wherever every time I got another hole in my ears, they made me get special piercing earrings that were sharp on the back (you know the kind you keep in for however long they say, and that has a kinda lock on the post so the back can't just fall off). They weren't quite a needle, but they weren't blunt by far.
I also used to have like 10 holes in each ear, each time done at a joint in the mall with the gun when I was a teenager. My nipples hurt worse than my ears every single time. Heh.
I think the bottom line is that it's different for everyone. Some people have septum piercings they say were by far the worst, and still others get theirs done with almost no pain. The piercer, position of the piercing, implement used and just your own anatomy and pain tolerance I think all comes into play. There is never going to be a universal scale for this sorta thing.
