You don't think someone could stay off the street making $3,011 from SSA retirement? I sure as shit could, but social security wasn't meant to put everyone in a Mercedes Benz.

Even for someone who never contributed in California can still receive $951 per month. With rent assistance or Section 8 housing, that's enough to live on

Social Security was meant as a safety net for people that didn't save, retire with a pension, or invest in a 401k. It isn't meant to be something you are entirely living off of, but you can eek by if necessary.
