I work for a big FI as well.
I know what the news has been saying that it will not apply to domestic transactions, but Visa and MasterCard will be declining ANY and ALL Russian issued cards that hit their network. I don’t have to argue…give it a little more than 24 hours from now and you will see what I mean.
Another dead Russian General. Also, the Russian Army’s comms system is basically destroyed so they have no secure communication. The Ukrainians are hearing everything they say. Apparently the entire Russian force is in severe disarray.

I spoke with a colleague and learned that Russia has their own payment network called MIR or something like that. It will not be going through Visa or MCs network (as indeed they are declining auths globally) but looks like the Russian government did indeed prepare for this & cards will work domestically by rerouting to those MIR rails.
So while I was correct the card brands won’t be authorizing even domestic purchases, I was wrong in the assumption they would stop working all together. My bad and I concede. Also going back to reread your post, I think that’s what you were trying to tell me and I was being rather stubborn. A government operated card brand payment network is a foreign concept to me. (Pun intended)
