Reasons I am skeptical:
1. I'm one of the four people who live in Connecticut and I've never heard of Barkhamsted.
2. We have multiple military-industrial-relevant targets: Sikorsky (helicopter stuff), Groton (Navy stuff), all kinds of gun factories historic and contemporary.
3. Literally nothing in New York state? Really? Nothing springs to mind as a potential terrorist target?

Colorado Springs and Fort Hood are the only ones I recognize. Colton, WA has a population of 400. Maybe they'll blow up the Anacortes ferry?

Actually you may be on to something there. Terrorist do not think strategically. I suspect we place too much emphasis on military targets but that has nothing to do with their intended goal. A mall in Alexandria, VA is just as lucrative a target to them as Barksdale AFB in Shreveport and is much softer.
