Prosecutors in rural Missouri have charged a man with exposing his partner to HIV and say he may have exposed more than 300 other people to the virus that causes AIDS.
David Mangum told police he had at least that many unprotected sexual encounters with people he met online or in parks since he was diagnosed with HIV in 2003, Dexter, Missouri, detective Sgt. Corey Mills told CNN. Mills said it will be difficult to find and warn those people, since Mangum "usually only knew his partners' first names."
Mangum was arrested after his former partner told police that Mangum had lied to him about his status, a police affidavit states. He was arraigned Thursday morning in Stoddard County, about 160 miles south of St. Louis, with bail set at $250,000. The former partner has tested positive for HIV, according to police.
Other news sources stated that the primary reason that David Mangum didn't discuss his HIV status is that he couldn't handle "romantic rejection".
Under Missouri statute, knowingly exposing someone to HIV without their consent can result in up to 15 years in prison, and infecting someone with HIV can bring a life sentence.

It's a good first step, but it's a bandaid (as demonstrated by this person only being caught after allegedly exposing 300 more people to the virus, although some may have consented to it). What we really need is a national registry of health and a national registry of sex acts, and then some sort of system by which we can visually ascertain what people do in their private lives.

In other words (once we get past the sarcasm), the liberal solution to this problem is to do nothing. Sex with whomever you want whenever you want is a higher priority.
If you think this is the only guy who has sex with hundreds of others knowing he has HIV (and yes, this is not just a homosexual issue), then you need to change your drugs.
So 300 people in ten years means 30 partners per year. If those were singular encounters then the dude only had sex less than ten percent of the days in a year.
But thats a lot of people to put in harms way. Its almost like serial murder with benefits?

Maybe the DMV should be in charge of sex also, you take an IQ and STD test and it is kept on file and you have to update it every 6 months. Then you have to get a permit from the DMV before you fuck, should cut down on accidental kids and STDs.

With a written test and a driving/riding exam, you of course must bring your own partner for the rode test just like bringing your own car for the driving test. No rentals allowed!

Not a conviction, not even a trial, just an arrest. If someone decided to break into your mother's house today and rape her, he would have only a 10% chance of being arrested. Beat your chest all you want about how awful prison is, how terrible we're going to make the penalties. People believe they'll get away with something if they have a 1% chance of doing so because statistics are all lies, and we're all the heroes of our own stories. Give them a 90% chance of getting away? Forget about it.
But your mother is an adult. If made aware of the dangers she can defend herself against an assailant, both proactively and reactively. It's always nice to have an additional layer of security, but she can take steps that don't include massive government bureaucracy.
What about your daughter?
What is she supposed to do when a teacher offers to give her a ride home? What is she supposed to tell the classmate that begs to stay over at your house for no apparent reason? Every year, half a million children are born in America that will be sexually abused before they turn 18. Oh not having cameras in private homes run by the government and recording everything but, I do think there should be total surveillance of government and police. If they want to videotape every move I make, then I damn sure want to watch every move they make.
Entire police departments have gone to court to oppose citizen cell phone videos that were conducted in public. They also fought long and hard to keep video out of interrogation rooms. Why hide that?
If a politician wins an election it should be with the full expectation that every second of their lives until they leave office is livestreamed to the public they purport to serve. No more backroom dealing.
Complete transparency of the powers that be THEN maybe I'll agree to a camera in every corner of my home.
