Obama is in the pocked of big corporations. It's Republicans who look out for the little people.
“Is it fair for the president of the United States to give American businesses an exemption from his health-care law’s mandates, without giving the same exemption to the rest of America? Hell no, it’s not fair,” Boehner told GOP members, referring to the law’s individual mandate, which remains on track to take effect in 2014.

The reality is Obama pushed it back until after the midterms because its effect would be seen immediately otherwise and people would be pissed when they go vote.
He didn't do the same for the personal mandate because most people won't see any effect from that until they file their 2014 taxes in 2015, in the comfort of the post-midterm times.

I heard that it was because too many employees left the IRS.

Don't worry fellas, the GOP is challenging the delay. They are pretty good at politics.
They get to force the employer mandate and associated penalties in 2014 without appropriate guidance or forms and then they can blame Obama for it.

I think the President is entitled to pick and choose which laws are enforced and implemented and when.

They are implementing benefits and none of the corresponding costs/funding pieces until after the election. That seems pretty above board to me!
