Comey had no choice. He already came under fire for the Stonetear reddit posts. If info leaked from the FBI that they found Huma's emails on Weiner's phone/laptop and didn't say anything about it.. The question would be: how many undecided voters are left, and how many of them are in battleground states to begin with?

The four way split on the Morning Consult/Politico poll (which I assume is the poll you are referencing) indicates there's about 7 percent undecided left. They'd have to break 5-2 for Trump in order to make it a tie in popular vote. It's more likely to be 4-3 or even, given what the poll says about impact: 42 percent said less likely to vote for Clinton, while 41 percent said no impact.

Can't answer the other question at this point.

I think we'll need to see more polling before saying yeah, Comey's letter materially changed something.
