Germany certainly aims to accomplish this over the long-term by making the more socialist states beholden to it for continued funding.

Now that nearly all of them are using the same currency (and cannot devalue to make their labor more competitive), the other states will be unable to compete with Germany's significant lead in worker productivity.

While the economic relationship is mutually beneficial with the other states being able to catch up (in productivity) and become more wealthy, Germany "wins" as they will have to play by Germany's financial rules.

Mitteleuropa may be achieved via economics instead of militarily.

I agree with this statement, but with the caveat that Greenspan has made some stupendously bad decisions that have harmed the economy in far-reaching ways. He's not retarded, though, and IS still someone to listen to on macroeconomic issues.
