Of course. When government is allowed free reign to manipulate the private sector, eventually it ends up doing better for the larger businesses. They're the ones who can successfully lobby for legislation that favors their enterprise. They also have the resources to cope with the legislation. And then, of course, they're 'too big to fail'.
