I'm pretty sure only Kentucky and Virginia permanently ban all felons from voting, but a few more permanently ban people convicted of certain felonies, usually involving voter fraud. In most states, as long as you've served your sentence, including probation and parole, you can vote. Some even let convicted felons still on probation/parole to vote if they have completed their prison time.
