State eyes incentives for hybrid, alternative fuel cars

BOSTON, Massachusetts (AP) -- As fuel prices soar and drivers search for ways to save money, lawmakers are pushing a bill they say would make Massachusetts a national leader in the drive to ease dependence on gasoline.

The bill, which could come up for a vote in the Senate as soon as Thursday, would reward drivers who buy hybrid or alternative fuel cars with tax breaks, free transponders to get through tolls quicker and open access to HOV lanes.

The bill also would require that at least half of the state's fleet of vehicles run on alternative fuels by 2010, and establish an Alternative Fuels Institute at the University of Massachusetts.

Massachusetts is already ninth in the nation in the number of hybrid cars on the road, according to Republican Sen. Bruce Tarr, the bill's author.

"There's a willingness here to embrace this kind of technology," Tarr said. "What we're trying to do is lead the way."

The bill is getting a warm reception from the Republican administration of Gov. Mitt Romney, who has been pushing similar ideas. Senate President Robert Travaglini, a Democrat, said the cost to the state would be minimal.

Besides requiring the state to steadily increase its number of alternative fuel cars, the bill would authorize $10 million in state borrowing for a grant program to help local cities and towns and school districts add more alternative fuel vehicles to their fleets. The money would help build refueling stations.

The bill's backers hopes to reward businesses by offering tax incentives both for the purchase of new alternative fuel cars, and the creation of alternative fuels and refueling facilities.

The proposed Alternative Fuel Institute would be charged with helping develop those new technologies by working with private businesses, state agencies and the university.

Drivers who purchase a hybrid or alternative fuel car would also receive bonuses, from a $2,000 income tax exemption to a free Fast Lane transponder for the Massachusetts Turnpike.

Environmental and consumer groups are applauding the move.

"This bill will lead to enormous improvements in our air quality," said Brooke McConnell, of the Massachusetts Public Interest Research Group. "Massachusetts will get cleaner cars on our roads sooner and save consumers money."

I hope other states will seek to become involved, and I hope this will spur manufacturers to increase the availability and selection of hybrid vehicles. I'll be watching this closely as I progress to the point of retiring my full size truck to my parents farm as a work truck.

Only decent one for a while is the Accord hybrid and that's not a very extreme one. It's gonna take time.

Buy a motorcycle or two.

Hybrids are tax exempt in CT. I'd like to have one, I really don't care what they look like.

I hope this is implemented everywhere. It's a great idea. The less we depend on gas, the more they can fuck themselves with their stupid price gouging.

I don't care if they give me 100% tax break on em, until they can pull a boat and offer 4wd (I think GM is coming out with one of these) I'm sticking with plain old internal combustion.

Nothing like pushing in the cigarette lighter and feeling like your hybrid just hit a marshmellow....

The Accord that's coming will crank pretty good...but I don't think they'll have anything V8ish that's actually useful for a while.

:lol: I have to say that made me laugh a lot. Especially the marshmellow line.

Agreed, there are some cases where the hybrid wont be practical.. .such as pulling boats, horse trailers, etc. And I dont expect to use hybrids to move around soil for my planting beds or the brick pavers that are going into the back yard.

As far as donor cycles go? Here in Houston we call them Donor cycles. And having a wife who was once a trauma nurse in the ER at Ben Taub completely rules out any use of a 2 wheeled vehicle except for my Trek.

I defer all medical decisions to her because of her education and experience. I may consult with hospitals but I'm not considered clinical in any way. I love to ride motorcycles but the way Houston traffic drives, the odds are just against you if you are on two wheels. And the last thing I want to do is leave her raising a son as a single parent with only a fat life insurance check as consolation.

The main problem with this is the hybrids are expensive enough as it is. Maybe if they didn't cost as much, people would buy them more. Give me a gas/electric Cadillac, and I'll be happy.
