If SENSE says you can do a +31 enchant then yes. At least that's my understanding of how it works.

Well you might have some essence left over since it takes 2400 essence to go from +31 to +32. So you'll have anywhere from 0 to 2399 essence left.

No, unless your current balance is exactly 16,800, the cost of that enchant. If your accumulated essence is more than 16,800 the remaining balance is retained and can be used immediately towards another enchant.

Being able to do a +28 just means you have 9600 essence saved up (or whatever, I suck at math.) So you can use that 9600 essence however you want; doing 96 +1 to +2 enchants, doing one +27 to +28 enchant, or anything in between.

Honestly the SENSE verb should just say how much essence you have to make this more clear.
