I keep seeing people talk about how we are obligated to give Ukraine money because of this agreement, so I finally decided to look it up and, as I'm sure will be a shocker to no one, it is literally fake news that the memorandum obligates the US to give Ukraine anything.

The memorandum isn't that long, here it is in its entirety:

    Ukraine: The Budapest
    Memorandum of 1994
The following is the text of the Memorandum on Secu-
rity Assurances, known as the Budapest Memorandum,
in connection with Ukraine’s accession to the Treaty on
the Non-Proliferation of Nuclear Weapons, signed Dec.
    5, 1994.
The United States of America, the Russian Federa-
tion, and the United Kingdom of Great Britain and
    Northern Ireland,
Welcoming the accession of Ukraine to the Treaty
on the Non-Proliferation of Nuclear Weapons as a non-
    nuclear-weapon State,
Taking into account the commitment of Ukraine to
eliminate all nuclear weapons from its territory within a
    specified period of time,
Noting the changes in the world-wide security situ-
ation, including the end of the Cold War, which have
brought about conditions for deep reductions in nuclear
    forces.
    Confirm the following:
    1. The United States of America, the Russian Fed-
eration, and the United Kingdom of Great Britain and
Northern Ireland, reaffirm their commitment to
Ukraine, in accordance with the principles of the CSCE
[Commission on Security and Cooperation in Europe]
Final Act, to respect the Independence and Sovereignty
and the existing borders of Ukraine.
    2. The United States of America, the Russian Fed-
eration, and the United Kingdom of Great Britain and
Northern Ireland, reaffirm their obligation to refrain
from the threat or use of force against the territorial in-
tegrity or political independence of Ukraine, and that
none of their weapons will ever be used against Ukraine
except in self-defense or otherwise in accordance with
the Charter of the United Nations.
    3. The United States of America, the Russian Fed-
eration, and the United Kingdom of Great Britain and
Northern Ireland, reaffirm their commitment to
Ukraine, in accordance with the principles of the CSCE
Final Act, to refrain from economic coercion designed
to subordinate to their own interest the exercise by
Ukraine of the rights inherent in its sovereignty and
thus to secure advantages of any kind.
    4. The United States of America, the Russian Fed-
eration, and the United Kingdom of Great Britain and
Northern Ireland, reaffirm their commitment to seek
immediate United Nations Security Council action to
provide assistance to Ukraine, as a non-nuclear-weapon
State Party to the Treaty on the Non-Proliferation of
Nuclear Weapons, if Ukraine should become a victim
of an act of aggression or an object of a threat of aggres-
sion in which nuclear weapons are used.
    5. The United States of America, the Russian Fed-
eration, and the United Kingdom of Great Britain and
Northern Ireland, reaffirm, in the case of the Ukraine,
their commitment not to use nuclear weapons against
any non-nuclear-weapon State Party to the Treaty on
the Non-Proliferation of Nuclear Weapons, except in
the case of an attack on themselves, their territories or
dependent territories, their armed forces, or their allies,
by such a state in association or alliance with a nuclear
    weapon state.
6.The United States of America, the Russian Fed-
eration, and the United Kingdom of Great Britain and
Northern Ireland will consult in the event a situation
arises which raises a question concerning these com-
    mitments.
This Memorandum will become applicable upon
    signature.
Signed in four copies having equal validity in the
    English, Russian and Ukrainian languages.
Literally the only thing it says about assistance to Ukraine in the event Ukraine is attacked is this:

reaffirm their commitment to seek immediate United Nations Security Council action to provide assistance to Ukraine
So all the US agreed to do is help Ukraine out in the UN security council to provide assistance to Ukraine, and since Russia can veto any resolution brought forth in the security council this obligation is 100% useless in this situation anyways.

I don't think the US will default because of the trust issue, however the wider implication is that other nations are not going to give up their nuclear arsenals under any circumstances.

Hilariously predictable Russia breached the memorandum in 2014 by annexing Crimea and was obviously sanctioned for it and burnt it's bridges with most of the planet. Only France, the US and the UK kept up their part of the bargain by supporting Ukraine with military aid.

I'm from the UK and incidentally and up to now we've only sent Ukraine enough aid so we can say we've honored the contract but not enough get them out of a stalemate which in it's self I think is a bit dubious. We're basically saying to the rest of the world yes it's safe to make any arrangement with UK, we won't default but we're only going to do the bare minimum to uphold it.
Sounds like we've done our part with $350b pissed away. Time for Europe to take over and handle the rest. Forever.

Too bad Obama and Biden were such pussies or none of this would have happened to begin with.

I'm loving reading all of these comments from European leaders saying they back Zelenski against the big bad orange man.

Hey, Europe. Just go ahead and agree to pay Ukraine's tab of 350 billion dollars to the US and promise to pay the US for all future spending on Ukraine and this problem would be solved. Oh, right, no, you want to virtue signal while the US pays for everything, just like you always do.

This is, sadly, the reality of the failures in Ukraine and NATO. We could have asked Russia to join NATO and they wanted too, then it would be no issue for Ukraine to have done so, but no. Clinton, Clinton Lite (Bush Jr), and Black Clinton (Obama) fucked it up. Then Trump kept the peace. Then Old Senile Obama (Biden) fucked it all up.

Pretty much never again, in the next 100 years, will anyone who gets nukes by whatever means, ever, give them up. Ever.

Russia seems to have forgotten their agreement.
