Apparently this was confusion based on the DC Council's press statement that a request by the Major to have the DCNG's role expanded so it could protect the Capitol building was denied. It looks like there was just a big set of jurisdictional issues that delayed everything. But, to your point, her original request was actually approved by the DoD.

As a point of clarity, the Capital Police is a federal police force, and isn't the same as the DC police. Obviously they coordinate together, but the Capital Police is a sizeable police force of its own, and weren't prepared. Arguably neither was prepared, and it's hard to imagine how they couldn't see this coming.

Perhaps not unprepared, but following orders, as a result of lots of pre "the 6th" JTTF meetings in DC these last few weeks.

I do know the National Guard was deployed unarmed yesterday. It surprised me when I read it but then I thought maybe thats better anyway. They sure as hell weren't unarmed when BLM protested over the summer. Now THAT is a double standard.

The National Guard was unarmed then too. Federal Police agencies were armed.

Is this a surprise to anyone? A President openly inciting invasion of ths Capital building meant to disrupt Congress from exercising its Constitutional duties. Mitt Romney told the press today that the President attempted a coup and he's right. This was an attempted and failed insurrection.

Looking back to Ammon Bundy occupying the federal building in Idaho, the rioters in Seattle, Portland and across the country.. This isn't how you provoke change and it sure as shit shouldn't be instigated by an outgoing President.
