On the wiki it says this is a "level based" spell. My assumption is that it's less effective on critters that are of higher level than my own. Can someone offer some detailed mechanics on how this works?

Well in general level based things like this (and exp, bounty difficulty, etc) thing of it like a +/- 10 level range around your own current level. 0-5 levels over you and it'll work pretty normally, 5-10 over and you'll start seeing problems, 10+ and you'll likely see alot of outright failures.
