CD Projekt Red isn't exactly an "independent" game developer. The company has over 370 employees and is worth over $100 million. They are a long way from the first Witcher game. They probably had just as many people working on Witcher 3 as Bioware did on ME:A and that game still had tons of insane animation glitches.
