Yep, high end fire flares on normal creatures.

Edit: I've been told that flares all have the same range these days. That's surprising to me because I definitely have some weapons with really rink-a-dink flares and others that seem to pack a serious wallop on similar critters, but I know very little about game mechanics, so I'm probably wrong.
