10, but they have a primary. The last time Cardin, the incumbent, was up, he got 75% of the vote during the primary. The second closest person was 15%. There is no way Manning will get anywhere close to a nomination, and no way she will draw enough votes as an independent. I'd be genuinely surprised if she clears 1% during the primary.
