Stupid question. Haste amulet

I bought a few haste amulets from a player shop, and they aren't working.

I haven't played GS in a while and I'm starting with new characters, only level 7 and 8 currently. I didn't think you needed training in MIU to use amulets, am I missing something? Or did I just buy amulets that dont work?

The amulets that don't need magic item use are crystal and ruby amulets. Amunet and Wall of Force respectively.

This reminds me of a conversation from lnet last week where someone said something to the effect of "magic item use is only helpful if you plan on using magical items, or need MIU for something else"
