I think I probably still could at decent enough FPS. My CPU is a 7700, but 4.2ghz.

I have the same CPU, but only a 980ti. No way am I hitting 60 FPs. You should be fine if you overclock your GPU and turn down some game settings. Did you plan on playing, or just looking at the specs?
