Rarity is based on non-circle/class availability. I know some beyond rare items exist in duplicating known spell items and imbedding, but they are silly rare. I did not factor in lore training since it's ridiculous and class specific in a lot of cases.

Paladin sustainable AS - high end = 588+85+38 (Zealot and Patron's)+20+20+35 society = 786
One hitter-quitter AS - high end = 588+85+38+105 (V'Tull's Fury and Spirit strike)+20+20+35+50(madness)= 941
I've heard of some 1058 or so AS generation, but we have to illustrate sustainable attack strength and one shot attack strength. I encourage others to weigh in. This is a lot of data, but it's not entirely done. Anything over 700 AS sustained is amongst the best in the game and remains high-end/rare.
