What if Ryan became president, made Obama (or Bush or Clinton or any president who served 2 terms already) his VP and then resigned? What would actually happen?
Anyone ineligible to be President is also ineligible to be Vice President, but the 22nd Amendment only says that someone in that scenario can't be elected President and not specifically that they are ineligible for the office. So the answer to what would happen is it would go to the Supreme Court, and then who knows.
