Two things tested:
Tested it with a capped wizard with 101 ranks in PF and none of the functions would work.
The AS boost did work on Bolt spells for the wizard in my group.

I think this is the one that was traded for a 50m tent. He has asked for coins along with the pouch though.

not sure a tent is valued at 50M though. That has been min bid for them.

Maybe not but the last two tents up for auction have had a 50m bid, and that's it. Both of them.

Vivaldi acquired that cloak for a tent trade (or partial trade) when there were only three of them. Don't be ridiculous and re-price its value based on the minimum bids of tents now.

They are saying that when he traded for the cloak, the item he gave up in exchange was worth 80 mill due to the rarity of them. Since then, more have come out, devaluing the tent. This does not in turn devalue the DB cloak. It is still worth the same amount, even though the tent is not.
