The lightweight oilcloth cloak is dyed a rich, mottled grey that graduates into multiple shades of charcoal and smoke within the fabric's folds. The hues blend into a pattern of darker whorls and veins, at the top, surrounding a distinctive scrimshaw illthorn leaf that is pinned on the left shoulder to cleverly fasten the garment. You also notice a small enchanter's glyph.
Your careful inspection of a dark grey oilcloth cloak allows you to conclude that it is miscellaneous armor that protects the wearer in general.
You determine that you could wear the cloak, hanging it from your shoulders. The cloak appears to serve some purpose.

The length of perfectly transparent glaes that forms the shaft of the harpoon is filled with a series of gears, cogs and a grooved turn shaft. Pale white crystalline gears interlock at right angles with golden imflass cogs which rotate axially around the grooved turn shaft running the length of the staff. The dark veil iron spearhead of the harpoon is inlaid with a pattern of thin silver filament which traces from speartip down into the interior of the weapon's shaft, connecting with the turn shaft.
