A huckster begins to spin the ticket barrel. After a moment, he stops it and pulls out a ticket. He examines it for a moment then announces, "The winner is Tanyera!"

She is shorter than average and appears to be very young.

How exactly does one keep changing cultures like that and what kind of bs is it for them to change to Vaalor elf to win the raffle then change to something else?

I believe you get one change when you create a new character(In addition to the culture you might have picked when generating that character) The third one is just them hiding their culture by use of FLAGS.

The raffle was not restricted to a Vaalor elf, it was restricted to an Elf so changing her culture would not make a difference in the outcome.

Also if you go to change your culture but do not confirm it, you show as that new culture for about 30 seconds before it goes back.
