I think he's referring to the fact that you can overtrain Armor Use to half the innate action penalty of the armor.

Could do 1 rank in TWC. Incase you somehow get fully disarmed and are empty handed, you'll get that sweet +5 DS.

Edit: Looking at the AP for double leathers further, it looks pretty meaningless. You could train up to 56 ranks of Armor Use to bring the AP from -6 to -5. Then you'd need 106 ranks to go from -5 to -4 which pures can't even do. https://gswiki.play.net/Armor_Use

I honestly have no idea if I'd rather be at true cap already or if I'd like having more goals to chase.

Not sure, neither good or bad! It isn't a primary focus anymore really.

Definitely a focus, but I can't get too excited about current skill rank goals, though I learn stuff doing them. The mental and sorc lores will the worst in function, cost, time.
