Right click the tab that says "General" when you mouse over the chat window.
Click on "unlock window."
Move window by clicking and dragging the tab.
Lock window in the same way as unlocking it.

This means that not only are they reported for spamming, but they are also added to your ignore list for the rest of your session in the game, along with any alts they make on their account.
