Low end, you could probably find someone to bite for 400m, or $1000

Cost to build is:
320m for the 400k Raikhen to buy one off the shelf
72m for the 90k of raikhen/BS for dispel flares
20m for Ensorcells
30-40m for enchant

452m total to build one fresh.

Just one humble opinion though. I don't know much.
