Congress needs to be restructured as well. The House is fine. They are a true representation of the voters. The Senate is an issue. For too long the minority party in the Senate has been able to roadblock the will of the people. The Senate as a whole, or even just 1 individual in the Senate, should not have as much power over the ENTIRE process as they do currently. Its fucking crazy thats how things are now.

While we're at it, lets shut down gerrymandering and reform voter registration so that any candidate running can be voted for by any legitimate citizen of the country, regardless of any statewide "regulations" for said candidate to get on the ballot at a local level.
