For giggles I took my shell brig and went to each capped hunting ground to see if it worked there:

SoS: Works everywhere but right at the gate.
Rift: Works in all planes except for Scatter.
Confluence: Doesn't work.
Nelemar: Works everywhere.
OTF: Works everywhere.
Reim: Doesn't work.

No Scatter/Confluence is unfortunate. Reim less so since there are plenty of safe rooms in the place. It has been requested multiple times to fix it to work everywhere but we all know the fate of item scripts owned by GMs that have left.

Had no idea shell didn't work everywhere. Have you tried Moonsedge and HW per chance?
