Pretty sure the riots and the attack on the courthouse started before the federal officers arrived. I'd consider that starting some shit they shouldn't have. The violence, not the "peaceful protests".

They did, yes... by local law enforcement. They teargassed and otherwise antagonized swathes of protesters who weren't doing anything, I'd consider that "starting some shit they shouldn't have."
