I think it's meant to go both ways, where if someone makes a lot of reports and most of them turn out to the false alarms or overblown, this new thingie keeps track of it and the GMs can learn to ignore those particular individuals.

The GMs would still have to catch him in the act. I assume this just makes it easier to categorize what someone has been reported for. "Ah, you have 6 reports for botting, and 4 for game abuse and you were just caught botting, so it obviously isn't a mistake and you probably knew what you were doing."

No, the big difference now is players can effectively create a bullseye on a player for the GMs to go after since it's now a system that organizations and prioritizes where GM's should step up policing efforts.

Retzer basically created a new system for discrimination and harassment. It's Mayor de Blasio approved.

So if someone is using report as harassment, they can be banned.

Organized abuse of automated reporting mechanics has been a tried-and-tried tactic for getting people banned in online games since ancient times. Maybe this will be different!
