Examining the chain closely, it looks like it is very heavily padded against critical blows.

[Some augmented zelnorn chain has a combat effectiveness rating of 11 points of Critical padding and a 33.3% chance to have a combat effectiveness rating of 12. It has 10 of 30 services towards the next full rank of combat effectiveness.]

If you look on the GSWiki page for Zelnorn, it says it adds to melee and bolt AS.

So, apparently Helsfeld does know shit.
