Slow down in the Foothills...?

Anyone know the reasoning behind this?

The air begins to thicken around you as you move, slowing your progress while the sensation of a hundred tiny bristles harmlessly brush across your body and motes of pale silver light briefly circle about you before fading.
Roundtime changed to 1 second.
Roundtime: 3 sec.

Running between Solhaven and Landing using my ever so trusty SF script and as I sat there watching I noticed two spots that did this, gave out this messaging. Is there some kind of storyline going on that's causing this?

I don't remember seeing it yesterday, but then again I may not have made the trip between towns yesterday. Just a couple of hops between Solhaven and FWI that I can recall.
