Enchants on a 6x/6x T4 Nervestaff

It will take a fairly old wizard, mine is 91 with 85 or so ranks in wizard spells and to go from +28 to 29 it says I need a miracle.

I would like to see your training and what reading you get, if you can do it.

These are notoriously hard to enchant even for capped characters.

This setup of 230 wizard spells plus enhancives is likely worth more than 150 points in the enchant formula compared to an average capped wizard with maxed enchanting skills. I think that said average capped wizard would get the "miracle" success message with even and OTS 6x/6x nervestaff. So if I were the OP, I'd take adred up on his offer, as I don't think you'll find a ton of wizards able to do this.
