Its actually pretty easy to go Pure at 40, my bard was destroying Shan very effectively at that level. Mastered a 2h instrument in the left hand, 1-2x brawling for ds, and don't worry about manipulation lore over the 15 or so you need.

I went pure at level 30. Stayed that way to cap. It sucked pretty hard. DS was fine but didn't go 2x shield until about level 70. It sucked for 10 levels or so. Really bad.
