It will never be so that you can just sit in town and cast buffs on people, otherwise, just script an alt sitting at a table and continually casting buff spells at them. To easy to manipulate that system.

As much as it sucks for people with pocket enchanters, overall I think the idea behind the change is good even if the actual implementation sucks.
