new bard

I'm making a halfing bard,I've never attemped to play a bard so any advice would be great on stats and build. thinking about TWC.

I played around with my bard on the test server in TWC when he was low 40's and I could not make it work with the TP's. I had to sacrifice too many things in order for TWC to be effective and I could not see a reason to play a bard that was not really a bard, and I say this as a guy that loves hybrid builds, but I could not make that one work when bards are young. I suspect at around 60 it becomes a lot more viable.

UAC is fun, I have a wizard that just turned 60 that is UAC. I did goof around with my bard on the test server with UAC and changed his spells around to get tonis and it was great and all I could think of was if he was TWC and UAC with tonis that would be scary. Without looking at the numbers it would be much later, maybe even post cap to get to there.
